摘要

兩岸於2010年6月29日在重慶簽訂經濟合作架構協議(ECFA)，並於9月12日正式生效，兩岸經貿合作也開啟一個新的里程碑。而在簽訂內容中，早收清單共有539項產品台灣可以出口到大陸、267項大陸進口產品且台灣，並采取兩年三階段調降關稅至零之方式辦理。
本研究針對ECFA簽訂帶給台灣的衝擊進行正反面之分析比較，此外也提出十四個評估衡量ECFA效益之指標，而且也針對ECFA簽訂後進行SWOT分析，並深入探討ECFA與兩岸經貿發展之關係，以提供作為兩岸政策之參考。

ECFA was signed in Chongqing on June 29, 2010. Cross-Strait economic trade development will be expected to reach a new milestone after it went into effect on September 12, 2010. Early harvest list of tariff concession on ECFA covers 539 Taiwanese products to Mainland and 267 mainland Chinese products to Taiwan. The tariff will be zero out in three time slots within two years.
This research is focus on pros and cons for Taiwan after signing ECFA, besides, propose fourteen assessment indicators as measure the benefits of ECFA, meantime, process the SWOT analysis after signing the ECFA. The last, deeply exploring the relationship between Cross-Strait economic development, and it will propose as the reference for the Cross-Strait policy.
