中共發展對非關係的歷程回顧與戰略意涵探討

摘要

作為崛起中的新興強權，中共在國際舞台上的一舉一動與各項外交政策的制訂都備受各方關注。在中共的外交政策佈局中，發展與非洲各國關係具有相當程度的重要性。本文回顧了近代中共發展對非關係的歷程，概略呈現北京當局長年以來對非洲地區的重視與耕耘。並說明中非關係的發展，對於中方而言具有包括能源安全、經貿利益與政治合作等三層次的戰略意涵，具有高度重要性。此外，本文指出中非雙方在長年密切的互動過程中，也因內外環境的變化而產生一些摩擦與缺失，但鑑於長期合作經驗與高度的互補性，相關問題在未來應能透過彼此協調與改正而獲得解決。因此，中非關係的發展前景仍可樂觀以對。

As a newly rising power, China's every move on the international stage and foreign policy move attract wide attention. In China's foreign policy planning, considerable importance is placed on development with African states. This article reviews the history of China's modern development in relations with Africa, sketching a general picture of the Chinese government's long placed concern and efforts in Africa. Moreover, this article explains the development in Sino-African relations, which includes energy security, economic profit and political cooperation, all highly significant for China's strategic planning. Furthermore, this article points out that during the long years of close interaction between China and Africa, changes in the domestic and international environment generated some conflicts but resolution seem hopeful due to long term cooperation and high compatibility. Therefore, the future development of Sino-African relations is optimistic.
