由漁權糾紛評析漁民的防衛意識

摘要

本文藉由漁權的糾紛及政府歷年維護漁權的作為，透過文獻分析的方式，探討漁民的感受，同時也探討面對不利的外交困境及詭譎的國際情勢，我國必須仰賴全民奮起的防衛意識，才能堅實我國之國防，也正因為我國四面環海，所以漁民的防衛意識更形重要，本文建議政府應加強宣導作為，讓漁民充分感受政府用心；也應用更強硬的作為，以維護漁民在我經濟海域作業的權益；最後要落實防衛動員演練，不可流於形式，以加強漁民的防衛決心及防衛意識。

The purpose of this study was to explore the fishermen's feelings about the government and their defensive consciousness with regard to the difficult diplomacy and the changeful international situation we have. Based on the dispute over fishing rights and what the government has done to maintain the fishing rights, the research method was adopted in this study: documentary analysis. The results of the study suggested that the government firstly should strengthen its guidance, so the fishermen can understand its efforts. Second, the government should act more strongly to protect our fishermen's fishing right to work on the economic zone. Finally, the defensive mobilization drill should be carried out more effectively in order to promote the fishermen's defensive determination and consciousness.
