摘要

欲妥善規劃老人福利政策，以化解臺灣地區日益嚴重的人口老化問題，則僅借鑑歐美日等先進國家的經驗仍是不足的，回歸我國固有的敬老養老思想，探尋符合我國民情的解決方針，是非常有必要的。
因此，本文從形成因素、演進過程、政策遞嬗等面向出發，經由規範層面，研析我國固有的敬老養老思想，並論及民生主義老人福利思想，如此應能有助於化解臺灣地區日益繁複的人口老化問題。

It is not sufficient to drawing experience of advanced countries like USA, Japan and European countries for planning Senior Citizen Welfare Policy to ease or solve the increasingly severe population ageing problem, it is still necessary to think retrospectively to the inherent thought of honoring and supporting aged persons to find the solution that conforms to the folk customs and citizenry conditions.
In this paper, we focused in the factors of formation, process of evolution and development of policy and research and analyze the inherent thought of honoring and supporting aged person, and extended to the aged person welfare thought of Minsheng-ism. Only so can we effectively the increasingly complicate population ageing problem in Taiwan Area.
