摘要
當今兒童虐待問題並未隨著社會進步而改善，近年來由於媒體大肆地報導兒虐及疏忽事件，使得兒童虐待問題浮現檯面受社會大眾之重視。根據內政部統計資料顯示國內新生兒人數從2000年之後就開始直線下滑，反之兒童虐待事件卻逐漸增加。兒童虐待不但會造成受虐兒童的身心問題，亦可能導致社會問題，加重社會成本負擔等，儼然已成為國內一項嚴重的公共衛生問題。家庭是人類社會最基本的組織，亦是個人成長與學習最重要的場所，惟近年來由於社會變遷與社會價值觀念改變，家庭功能逐漸式微，尤其家庭結構的改變，破碎家庭的增加，導致兒童虐待與疏忽事件日增。醫療人員常常是第一線接觸者，若我們能更細心的觀察或詢問，或許能解救許多無辜的兒童早日脫離受虐的夢魘。本文就兒童保護運動的起源、兒童虐待的種類、兒童虐待的成因、兒童虐待流行病學及其危險因子及兒童虐待傷害認定的參考指標稍作介紹。期許未來醫事人員能進一步擴大與兒童虐待防治網絡相關單位共同合作，並建立兒童虐待防治網絡之溝通平台，希冀透過醫療、教育、社政及法律團隊共同參與，訂定一套完善縝密的網絡運作，全面推動兒童虐待防治工作，創造兒童一個安全且健康的生長環境。

Al though the social economy has been improving the problem of child abuse is still unsolved now. The issue of child abuse has been focused by social community conducting by the media reporting of abuse or neglect events. According to the data from Department of Inner Affairs, the newborn baby in each year was declined from 2000, but the child abuse cases was increased on the other hand. Child abuse, not only bring the psychosomatic problems to the victims, but also causing the social cost burden, and it's becoming to a serious public health issue in Taiwan now. Family is the basic organization of human society and the most important place for people to growing and learning. Due to the change of family structure and the value aspect of society, the function of family is fade away gradually; it causes the increasing of child abuse and neglect cases by the increasing number of broken families. As a medical staff, the first protector, can save an innocent child to escape the night mare of abuse by our careful observation or counseling. This study would like to introduce the resources of childhood protect activities, classification of child abuse, cause factors of child abuse, epidemiology and risk factors of child abuse and guideline of child abuse recognition. We also expect the medical staffs can make more cooperation with the child abuse protection networks and can establish a communication plate for each other. We hope that all the children can live with a healthy growing life conducting by a sincere networks for the child abuse protection project under the participation of medical, educational, social worker, political and legal team members.
