配合衛生局政策及本院「追求永續經營」的理念,運用精實管理思維提出「護理人員晚夜班費及績效獎勵金申領流程精實方案」,透過跨團隊合作以優化護理人員晚夜班費及績效獎勵金核發入帳流程,有效改善護理人員晚夜班費及績效獎勵金發放天數,使護理人員能及時得到獎勵,並有效穩定護理人力。解決策略:運用精實策略流程、SIPOC模式、泳道流程圖及特性要因圖找出延遲發放的原因有晚夜班費及績效獎勵金申報的報表為人工紙本作業,呈核過程等待時間長,會辦單位多,往返作業耗時費力、考勤與排班系統無連動作業。改善方案包括(1)建置晚夜班費及績效獎勵金申領流程的資訊操作系統;(2)優化固定大夜班績效獎勵金申領作業流程。結果:護理人員晚夜班費及績效獎勵金發放時間由60天減短為27天;申領流程由三個流程優化為一個流程;申領作業流程減章率達94%,促使護理人員能及時得到晚夜班費及績效獎勵金的獎勵。結論:透過精實管理思維及策略流程於臨床實務,並運用有效的人力、物力與時間,消除不必要的浪費,建立解決問題的模式與方案,達成創造優化行政作業流程及提升組織效能的價值。
Objective: To comply with the Department of Health policies and the hospital's philosophy of pursuing sustainable management, we proposed a lean plan to optimize the night-shift wages and performance bonuses payment procedures for nurses through cross-team collaboration, and in consequence shorten the payment time and enable nurses to receive their remuneration in a timely manner, and stabilize the nursing man power. Solution: Lean management strategies, SIPOC (suppliers, inputs, process, outputs, customers) model, swim lane diagrams, and cause-and-effect analysis were used to determine the factors engendering the late payment and a solution was developed. The plan involved two main improvements: (1) establishment of an information system for application of night-shift wages and performance bonuses and (2) refinement of the procedures for fixed late-night-shift performance bonuses. Results: The payment waiting time of nightshift wages and performance bonuses for nursing staff was reduced from 60 to 27 days. Moreover, the application processes were simplified from three to one. The requirements of stamp approvals were reduced by 94% and this enabled the staff to promptly receive the payment in time. Conclusion: Through the lean management with an effective use of labor power, material resources, and time, unnecessary wastage can be eliminated and solution established. These refine the administration procedures and enhance the efficacy of the institutions.
