摘要

全球COVID-19疫情大流行自2019年迄今將近2年。臺灣疫情大爆發是在則是在2021年5月的「萬華事件」，全臺進入三級警戒，讓現有的醫療體制即刻面臨最大考驗。這場全球戰疫造成長期負面影響的深度及廣度均超出預期，且在全球疫苗接種覆蓋率尚未達群體免疫之前，醫療體制的負荷在未來幾年內將持續面臨不確定性的影響。當疫情無法滅絕並有效控制時，應該學習的是如何與它共存，在經歷了這場全球公共衛生戰役，顯現出醫療供應鏈的高度挑戰，考驗著如何危機管理。中興院區以區域級應變醫院的角色銜命市府重任，在面對疫情期間從銜命整備、人員調度、物資補給、面對問題找出創新措施與精進作為，展現醫療體制的韌性，亦可謂其他機構提供寶貴的經驗。

The COVID-19 global pandemic has continued for about two years since 2019. However, in Taiwan, the actual outbreak was the Wanhua event in May 2021, and the whole nation was under level 3 alert, which the existing medical system had to face the most considerable challenge. The depth and extent of the negative influences of the global epidemic impact have gone beyond expectation. The healthcare system will continue to face the influences of uncertainty in the coming years. People should learn to live with the virus when the pandemic cannot be eliminated or effectively controlled. During this war on global public health, the healthcare supply chain was challenged, and crisis management was tested. The Zhongzing branch has taken the order to be the regional responding hospital and demonstrates the resilience of the medical system in preparation, crew assignment, material replenishment, and creating of new measures and refining the current operations when facing problems. These experiences are valuable references for other institutions.
