香港青少年毒販與社會資本研究初期報告

Social Capital and Young Drug Dealers in Hongkong: A Preliminary Study

摘要


販毒是典型的有組織罪行。香港的街頭販毒一向由黑社會控制,而最近幾年販毒的青少年倍增。本研究的目的是了解香港青少年毒販與其社會資本之關係。於2009年12月至2010年12月期間,研究透過田野工作觀察及半結構化訪談,收集了十二名青少年毒販的數據,發現不同的聯繫社會資本(Bonding Social Capital)及連結社會資本(Bridging Social Capital)有助青少年毒販參與販毒活動,並取得利益。而傳统黑社會價值觀減弱、毒品次文化普及,以及本地與中國內地黑社會合作販毒活動等現象,亦令香港青少年毒販增加。由於香港過去沒有有關青少年販毒的研究,此研究對執法部門打擊青少年販毒問題及對青少年毒販的社會工作介入均有所貢獻。

Drug trafficking is a typical example of organized crime. In recent years, the number of young people involved in drug trafficking has multiplied. Street level drug dealing in Hong Kong is controlled by local triad bosses, and the current study explores the relationship between social capital and young drug dealers in Hong Kong. Data are drawn from fieldwork observation from December 2009 to December 2010. Semi-structured interviews are also conducted with 12 young drug abusers within the study period. The study unravels the different bonding social capital and bridging social capital that assist young drug dealers in participating and gaining from drug dealing activities. The results also propose that the traditional values of triad society have diminished. The popularity of drug subculture and the cooperation between triad organizations in Hong Kong and mainland China have also contributed to the increasing number of young drug dealers in Hong Kong. As limited prior research has been conducted in this area, the current study contributes to the law enforcement and social work intervention in regards to youth drug trafficking in Hong Kong.
