從頻譜看光譜通訊法制之未來

摘要

現行以無線電頻譜作為資訊載體的行動通訊逐漸面臨供需失衡的狀態時，原本頻譜的稀缺性則更加被放大。在未來社會中，資訊的流通和即時性與商業模式、日常生活之關聯顯得更為重要。本文以現行頻譜法制作為基礎，探討未來光譜通訊在法制建構上應以何種模式進行思考，並透過比較法之使用，分析未來光譜通訊與頻譜通訊所可能產生之衝突與影響，期能藉由本文帶給未來光譜法制之個人建議。

As the current mobile communications with the information carrier of radio spectrum are facing over-supply circumstance, the scarcity is amplified. In the future society, information flow and instantaneity will play a more important role in business model and daily life. The study based on Law of Spectrum discusses which model should be used on the lawmaking of Visible Light Communication. Through Comparative Method, the study analyses the conflicts and impacts brought by Visible Light Communication, and hope to provide personal advises of Visible Light Communication in the future.
