中國對東協外交戰略中的共同發展倡議:概念與實踐

摘要


繼中國與東協於2010年成立「中國與東協自由貿易區」後,東協又於2015年達成區域整合,中國不僅可從東南亞獲得持續經濟發展的天然資源,並能將國內商品銷售到整個東協市場,因此極需重視與東協國家的關係發展。中國延續「和平共處」五原則,對東協外交戰略已由過去的「睦鄰友好」,轉換到更為積極的「共同發展」,並藉互利與互惠的擴散作用,增進與東協國家的緊密關係。在南海島嶼主權爭議不斷之際,中國對東協提出「共同發展」倡議,更使中國與東協關係受到國際矚目。另因東南亞的文化與民族的多元性,以及泰南、菲南與印尼等地的恐怖組織活動頻仍,美國等西方國家藉維護區域穩定與反恐議題,積極參與東南亞事務。因此,中國對東協的共同發展倡議,在具體政策實踐上,勢將面臨各種挑戰,並考驗中國的外交戰略。

Following the "China and ASEAN Free Trade Area" was established in 2010, ASEAN had reached regional integration in 2015. China not only can achieve sustained economic development of the production of natural resources from Southeast Asia, and can sell to the entire domestic goods in ASEAN market, and therefore in dire need of great importance to developing relations with ASEAN countries. China diplomatic strategy to ASEAN from the past "good neighborliness" transition to a more active "Co-Development," continued the five principles of "peaceful coexistence." China promoted closer ASEAN countries relationship by the diffusion of mutual interest and mutual benefit. In the South China Sea islands sovereignty dispute continues, the Chinese proposed to ASEAN "Co-Development" initiatives, but also between China and ASEAN relations subject to international attention. Another result of cultural and ethnic diversity in Southeast Asia, as well as activities of terrorist organizations in southern Thailand, southern Philippines and Indonesia and other places frequently, by the United States and other Western countries to maintain regional stability and counter-terrorism issues, and actively participate in the Southeast Asian affairs. Therefore, for the "Co-Development" of China ASEAN initiatives on specific policy practice, it is bound to face a variety of challenges and a test of China's diplomatic strategy.
