無障礙網頁開發之研究

摘要

政府推動網頁無障礙化在2010年已邁入了第9年，明文規定無障礙網頁開發規範，網頁無障礙化是一項重要的議題。在國內，無障礙網頁的相關研究大多數著重於，從使用者或規範本身做為出發點所作的相關研究。觀看現今我國無障礙網站設計，其網站視覺設計並不理想，整體美學風格及創意發想都較於制式。本研究根據網頁設計者在實務面上的認知和經驗，從認知、設計與政策幾個面向深入探討無障礙網頁設計。本研究有二項結論：(1)在認知及政策方面，設計者必須擁有正確的「親和性」觀念，瞭解國內推動的「無障礙」並非親和性的全部，是必須在設計流程之初便對於網站進行全盤的考量，正確傳達給設計訴求之內的所有使用者。(2)在設計面上，提出設計者在設計無障礙網站時可依循的無障礙網站設計原則，並賦予網頁標記與內容適當的意義，對於親和性來說是相當重要的，設計者必須能夠靈活的運用現有的親和性技術來讓網頁各方面更具有彈性，能正確且適當的相容於各種使用者的環境，提供各種不同的使用者不同面向上的幫助。

This study explores ”accessible web design” from the perspective of web designers. Based on the web designers' understandings and experiences of practicing accessible web design, this study discusses accessible web design from three aspects: ”cognition of web accessibility”, ”accessible web design” and ”policy of web accessibility”. The researcher uses methods of on-line questionnaire and in-depth interview to collect data from selected web designers. On the design level, giving meaning to the website's html code and content is very important for web accessibility. Designer must apply existing accessible technology to enhance the flexibility of a website for compatibility with various user agents. The partial understanding of ”web accessibility” has misled the web designer's and clients, thus, created many problems and extra works while working on accessible web design. There are three conclusions made in this research: (1) On the cognition level, it is important for the web designers to understand ”web accessibility” correctly. It means that the web designer must have a thorough planning at the initiative stage of accessible web design. An accessible website means delivering web information effectively, as well as completely to all users. (2) On the design level, giving meaning to the website's html code and content is very important for web accessibility. Designer must apply existing accessible technology to enhance the flexibility of a website for compatibility with various user agents. This would realize the function of web accessibility and benefit the users.
