在台灣,行政院研究發展考核委員會委託中華民國輔助科技促進職業重建協會執行無障礙網頁開發之規範,該規範訂定網頁之各種可及性的設計準則內容,以使台灣各政府機關及民間網站能更加符合人性化設計及更加符合所有大眾的使用。根據政府網站無障礙作業規定中指出,台灣地區縣市政府網站在2008年底,均需被檢測,並達到至少「A+」等級。然而,是否政府網站在可及性中擁有較高的等級就表示擁有較高的使用性?本研究以行政院研考會之九十四年度行政機關評選出通過無障礙網頁可及性檢測之十二個縣市政府網站為樣本,進行十二個網站之使用績效測量與受測者主觀評量等之使用性測試。本研究之研究結果歸納如下:(1) 績效量測結果可得被檢測優良等級的網站在使用性方面的表現並未有較佳的使用績效。(2) 本研究透過可及性與使用性相關文獻回顧、政府網頁之使用性測試、使用者主觀評量調查與使用者觀察,最後再對照使用性測試結果檢視使用性設計準則與W3C之網頁內容可及性準則,建立符合可及性與使用性之網頁設計指導方針。
The Research, Development, and Evaluation Commission, Executive Yuan (RDEC) commended the Accessible Web Development Guidelines (AWDG) project to the Taiwan Assistive Technology and Vocational Rehabilitation Association (TATA), which is in charge of formulating for providing good quality websites for the governments in Taiwan. According to the e-government’s AWDG, all the government websites need to be certified and have received a rating of ‘A+’ in order to be considered as adhering to the guidelines of website design. This study was conducted to verify whether the government websites with a high level of accessibility had good usability. Twelve government websites were selected with the aim of testing their performance and the subjective satisfaction derived from using them; all the websites had been evaluated as good accessibility websites by the RDEC in the year 2005. The results of the study were as follows. First, the websites that were rated as having good accessibility had low usability (performance measurements) and resulted in low subjective satisfaction. Second, based on the results of the literature review, usability testing, subjective satisfaction, user observation, W3C Web Content Accessibility Guidelines and general website design principles, this study helped in the formulation of website design guidelines for incorporating accessibility and usability.
