International Food Regimes and National Diet: The Political Economy of Taiwan's Wheaten Foods

摘要

本文考察戰後由美國所支配的國際農糧體制對其他國家國民飲食習慣與農業的影響。戰後迄今臺灣民眾飲食習慣的改變不僅表現在食米消費量的大幅減少與動物性蛋白質攝取量的提高，而麵食消費量的增加及其躍升爲主食的一部分，更是不能忽視的重點。作者以歷史社會學的視角，重新審視1960年代發生於臺灣的麵食推廣運動，並考察飲食習慣的變遷過程。戰後美國所主導的國際農糧體制創造出鼓勵他國進口美國小麥之誘因，其他國家因此願與美方合作推展麵食，消化美國的剩餘農產品。麵食推廣運動不僅鼓勵民眾多吃麵食，更積極轉變傳統以米食爲主的飲食習慣。除宣傳推廣麵食外，美國小麥協會同時給予他國業者技術支援，以協助麵食製作技術的傳播。此外，學童營養午餐計畫與營養學知識的建構，一方面讓孩童自小就熟悉麵食，將麵食視爲可當作正餐的主食，改變其飲食習慣；另一方面則對米食予以污名化，同時建構對於麵食的迷思。

This paper studies the influences of the postwar international food regime dominated by the United States on the national diet of other countries. Dietary habits in Taiwan have undergone a profound change as the consumption of rice has fallen dramatically while animal protein intake has increased. At the same time, wheaten foods have been transformed into one of the staple foods of Taiwan. Based itself on a political economy perspective, this study explores the background, process and outcomes of the national campaign to encourage people to eat wheaten foods in Japan and Taiwan. The postwar international food regime constructed the incentives for other countries to import the U.S. agricultural surplus commodities. Supported and funded by the US farm interest groups, the recipient governments promoted wheaten foods through the school lunch program and by constructing a 'wheat dietetics,' which not only changed people's eating habits, but also created a mythology about wheaten foods as well.
