影響少年犯罪之因素暨防治研究－以桃園縣為例

摘要

政府為落實保護少年安全空間，健全身心發展，避免因觸法與過早進入司法程序，演變為日後之成年累犯，故努力結合司法、警政、法務、教育、政治、社會與民間團體的力量，希望推動達到有效預防。可是真正影響青少年犯罪發生的諸多變數中重要變項是些甚麼？如何針對這些變項落實輔導或防治工作？政策要如何更具說服力？從研究中發現應加強重視「統計資料建檔」、「建立犯罪預測模式」與「測量工具」，轉化成防治方案，才能真正因應少年犯罪變項變化。而落實本土化犯罪理論，才能針對不同地方型態產生不同犯罪狀況、犯罪模式加以防治並減少。

In order to implement juvenile protection, to perfect the development both physically and mentally and to avoid law infringement resulting as an adult repeat offender in the future, the government strives to combine all efforts of judicial, police administration, legal affairs, education, politics, society and private groups in hoping that an effective prevention can be achieved. What are the main factors that result a juvenile delinquency? How a policy can be improved? It is found that it is necessary to emphasize on ”statistical data file establishment”, ”establishment of crime forecast model” and ”measurement tool” so that it can be on time to respond to the changing circumstances in juvenile delinquency. The theory of localized crime commitment should be implemented so as to prevent and reduce crimes under different crime commitment conditions and crime commitment models.
