摘要

新竹科學工業園區的設置，厚實台灣科技能力，是台灣經濟體在全球國家競爭中嶄露頭角，追求永續發展的關鍵要素。晚近，科技產業的發展論述，已從勞工、資源為基礎的經濟模式，轉變爲知識為基礎的競爭模式；知識成為最重要的資源要素，而學習則是維持競爭優勢的最重要過程。科技知識的開創，因此有賴一個具有集體學習過程之創新氛圍的建構。本文旨以此論述為基礎，檢視引領台灣永續競爭的新竹科學園區的發展，歷經二十餘年的發展，在國家策略資源所建構的優勢環境中，逐漸形成科技產業發展所強調集體學習與創新氛圍環境，以因應科技產業創新知識發展之所需

In recent decade, studies of high-tech industries have turned to highlight importance of knowledge and innovative interactions. The development of technological knowledge hence needs a construction of innovative milieu with collective learning process. The settlement of HSIP raised high-tech advantage and economic strength of Taiwan in global competition for pursuing sustainable development. This study tries to examine key elements of HISP's development in views of state, firms and high- tech employees. It also discusses an increasing innovative milieu of HSIP which are encouraging to lead knowledgeable innovations of high-tech industries in Taiwan.
