以博弈為誘因吸引業者投資進駐之經濟效益分析－以澎湖地區為例

摘要

世界經濟逐步走向全球化之際，亞洲各國均面臨經貿開放、降低關稅等自由化競爭的壓力，而博弈與二十一世紀旅遊發展有著密切的關係，同時島嶼旅遊更是全球觀光發展的重要趨勢。博弈若能合法化並結合島嶼週遭的自然景觀，則能帶來大批的人潮，對於國家的觀光事業及經濟效益也有振興的作用。對於澎湖現況發展而言，發展觀光是一致的共識。在澎湖積極力推博弈條款之際，爲發揮招商功能，特訂定「五星級國際觀光旅館興建標率與獎勵投資辦法」，近幾年已經可以在特定的觀光特區或海港看見氣勢磅磚的建集物逐步拓展開來，對澎湖而言是一項相當重要的建設。此一攸關澎湖居民生存發展方式的重大改革，因侷限於無法事先透過實證分析來評估觀光賭場對澎湖經濟的利弊得失，而導致贊成與反對聲浪此起彼落。爰此，特進行本研究分析。

The World economy IS becoming globalized, and countries in Asia are under pressure from the liberalization of competition, such as open economy and trade as well as decreasing tariffs. The casino industry is closely related to the development of tourism in 21st century. In addition, island travel is one of the vital trends in the global development of tourism. A casino, if legalized and integrated with the natural landscape, will attract streams of people and promote local tourism and economic benefits. For the current development of Penghu (Pescadores), promoting tourism is a common concern. In order to promote its plans for a casino, the county government has made ”the five-star construction standards for international tourism and the mechanisms to encourage investment.” In recent years In specific tourism districts or ports, fine new buildings have been appearing, which is crucial for Penghu. This it is an extremely important reform that has a great impact on the existence and development of residents in Penghu. A practical analysis can estimate the advantages and disadvantage of casino to the economy of Penghu, which is the reason, the analysis in this study is presented here.
