博弈產業合法化爭議之探討：以澎湖縣為例

摘要

論文提要內容：
本研究旨在探討澎湖縣博弈產業合法化爭議之議題。首先檢審我國澎湖縣概況，輔以文獻資料及相關理論之探討與分析，進而瞭解影響澎湖縣博弈產業相關原因，並採用質性深度訪談的方式，藉由與相關產官學界人士深度訪談，瞭解其對於設置觀光賭場博弈產業的感覺、想法等，根據深度訪談資料進行內容分析，綜整分析所獲致的研究結論如下：
一、博弈公投可促進地方人民參與民主政治之具體實現；
二、觀光博弈產業是促進地方經濟發展之最佳方式；
三、觀光博弈產業應考量社會文化、環保及產業轉型等納入政策規劃與考量；
四、觀光博弈產業應重視地方社會價值觀及治安條件所形成的共識；
五、觀光博弈產業須有專責單位統籌相關管理機制與配套措施。
最後根據本研究結果，提出結論與具體建議，以供中央政府、地方政府、博弈公投、地方經濟發展、監督管理機制與及未來研究之參考。

Abstract:
This study was designed to investigate the controversial legalization Penghu casino issues. First survey the general condition of Penghu County, supplemented by literature and discussion and analysis of relevant theory, and thus comprehend the impact of Penghu casino-related causes, and using a qualitative in-depth interviews, by in-depth interviewing the relevant industry insiders, government officials and academics, in order to understand their feelings, thoughts and so on for setting up casino, based on these in-depth interviews, content analysis data, integrated whole analysis. The research conclusions are as follows:
1.Gambling referendum can promote and realize the local people's participation in their democratic politics;
2.Casino is the best way to promote local economic development;
3.Casino should take the social cultures, environmental protection and industrial transformation into policy planning and consideration;
4.Casino should take account of the consensus formed by local social values and security conditions;
5.Casino should have dedicated units to co-ordinate the relevant management mechanisms and supporting measures.
Finally, according to the findings, these concrete recommendations and references for the central government, local government, the referendum, the local economic development, supervision and management mechanism and future researches.
