In 2006, toxic waste of a magnitude that shocked the world was dumped in the city of Abidjan in African C? te d'Ivoire by Trafigura Beheer BV (”Trafigura”), killing nearly twenty people and injuring more than one hundred thousand. The case took three years to litigate. In September 2009, the U. K. High Court in London approved a settlement agreement arising from the largest personal injury class action in its history. In recent years, some developed nations use ships to export slops and other waste to developing nations, causing devastation to the environment and posing threat to human health. This case has once again raised widespread concerns and attention in nations worldwide, highlighting the urgency of regulating the transporting and dumping of waste by ship.
