本文目的在於介紹並評估約翰彌爾對國會政治運作的看法,主題包括國會的角色、功能、弊病與危險。作為功利主義信徒與社會改革者,密爾認為代議政府是當時英國最好的政治制度,而國會也擁有最後的控制權。不過值得注意的是,在此同時,由於受到托克維爾多數暴政理念的影響,密爾也特別指出國會運作會有集體平庸與階級立法的弊病與危險。整體而言,密爾的論述是人類歷史上,首次對國會政治運作從事最深刻的剖析。

The purpose of this article is to introduce and evaluate the John Stuart Mill's view on parliamentary politics, including the role, functions, infirmities and dangers. Being a man to believe in Utilitarianism and social reformer, Mill think that parliament was the best political institution in Britain, and the parliament had the last power to control. But at the same time, affected by the idea on majority tyranny of Alex de Tocqueville, Mill also pointed the infirmities and dangers of collective Mediocrity and class legislation. As a whole, Mill's discourse was the first and deep analysis on parliamentary politics in human history.
