本文旨在探究我國留學教育之發展。首先,分析清末至民國初年、民國初年至政府遷台前留學教育發展之演變。其次,探討政府遷台後留學教育之發展,包括國際文教經費支出、出國留學生數、公費留學生數、外國學生與華僑學生來華就學人數、國際學術交流情況、學生外語能力與留學大陸政策等方面,以瞭解留學教育的問題與影響性。最後,提出現階段留學教育發展之改革策略,包括調增國際文教經費與人員編制、鼓勵前往美國以外的國家留學、成立「留學基金管理委員會」、增加公費留學生名額、積極爭取外籍留學生與僑生來華就學、協助整合大專校院與國外學校進行學術交流、提升學生的外語能力、將留學大陸導入正規的留學體制等建議,期能做為留學教育政策制定之參考。
The purpose of this paper is to explore the educational development and the changes of overseas study in the ROC. The changes could be classified into two periods. The first period is from the late Ching dynasty to the early Republican era and the second one from the early Republican era until the time before moving to Taiwan. The study also analyzes the developmental trend of overseas study after the ROC Government's moving to Taiwan. The problems and influences of overseas study are pinpointed to provide enhancement strategies for improving current overseas study policy making.
