摘要

文化景觀是臺灣文資法的嶄新保護類項與重要課題，截至2007年底爲止，已逐步進行普查及個案研究，並有九處文化景觀通過提報審查。相較於自然與文化遺產的專業知識與技術範疇，文化景觀更加重視權益關係人之參與投入，爲有效處理諸此複雜性的協同管理課題，文資法特別規定地方政府必須針對個別文化景觀研定“保存及管理原則”，此與其他文化遺產明顯不同，彰顯策略規劃對於文化景觀保護的重要性。
有鑒於目前並無相關執行經驗，本文經由回顧UNESCO世界遺產文化景觀及IUCN地景／海景保護區之趨勢與案例，並參考國內“文化景觀作業準則”（草案）相關內容，試擬澎湖吉貝石滬群之保存及管理原則，期盼未來透過更多行動研究，能夠針對諸此建議原則進行檢驗與實踐。

Cultural Landscape is a new protected category and an important issue in the Cultural Heritage Preservation Act, Taiwan. Until the end of 2007, many censuses and case studies have been carried out and 9 nominations of Cultural Landscapes have been approved. Participation of stakeholders relating to Cultural Landscapes will be more important than professional knowledge and technical issues of natural and cultural heritages. In order to deal with the complicated co-management problems, local governments need to constitute Preservation and Management Principles for each Cultural Landscape under the Cultural Heritage Preservation Act. This is obviously different from the mechanism of other cultural heritage categories, and shows the importance about strategy planning for protecting Cultural Landscapes.
At present, there is no practical experience of this procedure in Taiwan. Based on the trends and cases of UNESCO World Heritage Cultural Landscapes and IUCN Category V Protected Areas Protected Landscapes/Seascapes and the draft of Operational Guidelines of Cultural Landscapes in Taiwan, the author proposes some principles to preserve and manage the cluster of stone tidal weirs in Ji-Bei Island of Peng-Hu County and hopes to examine and accomplish this suggestive principles through more action researches in the future.
