室內設計技術專技人員化後的職業範疇界定之研究

摘要


台灣為因應國際潮流、教育體制變化、產業分工與國際化,於2013年元月8日經立法院三讀通過「專門職業及技術人員考試法」修正案,其中重點,就直指室內設計,未來將可辦理有關專門職業及技術人員之實質認定標準、程序。然在舉辦該類科國考之際,室內設計執業範疇界定與相關問題探究,有必要與迫切性。本研究試圖透過文獻回顧與專家會議,提出室內設計職業相關研究,進一步描繪專門職業及技術人員新增室內設計類科的可能與方向。主要研究成果:一、業務範圍壟斷性之評估,其職業之執業範圍可依照技師與技術士進行分工分級,有利產業升級、分工專精與國際接軌,而業務的符合公益與迫切,應實施簽證制度。二、法源可參照技師法與專門職業及技術人員考試法制訂,其職業業資格由考試院詮定,行為受公共工程委員會管理,確立其專業。三、考科規劃涵蓋室內設計、美學、健康環境、法規、設備材料施工與行政實務,教育體制對應高職與大學,使室內設計教育人才培育分級分流,促進產業升級與提昇國際競爭力。

In response to change of international trend and educational system in Taiwan, professional division and internationalization of industries, the Executive Yuan of Taiwan ratified the revision of Professionals and Technologists Examination Act in January 8 this year, in which one of the five main points of examination policy was aimed at interior designer to establish the standards and procedures for certification of professionals and technologists in the future. Based on literature review and experts meeting, a study related to practice of interior design was presented to have further description about possibility and direction to add a new branch of interior design for professionals and technologists. With main results of study as: 1) an evaluation was made on monopoly of the business scope, where business scope could be divided and classified by technologists and technicians to facilitate the upgrade, division and international standardization of the industry, while licensing system should be implemented as the business involves public interest and urgency; 2) the Act was established with reference to Technician Act as the sources of law, with practice qualification interpreted by Examination Yuan and behavior administered by Public Construction Commission to establish the professional; 3) the examination subjects involved interior design, aesthetics, health environment, statutes, equipment and materials operating and administering affairs, and educational systems were targeted respectively on vocational schools and colleges to divide and classify the education of interior design educators to improve the competitiveness of the industry, promote development of domestic cultural and creative industry and consequently improve the international competitiveness.
