Developing an Integrated Framework for Total Quality Management (TQM) and the Learning Organization (LO) in Educational Settings: From a Theoretical Perspective

全面品質管理與學習型組織在教育系絡中的整合架構:理論觀點分析

摘要


本文之研究目的主要從理論觀點探究全面品質管理與學習型組織在教育變革系絡中的整合運用。本文第一部份之文獻探討著眼於歸納出全面品質管理與學習型組織的完整定義及七項關鍵成功因素,包括系統思考、共享願景、團隊合作、持續改善、專業發展、分享領導和工作承諾。此七項關鍵成功因素可視為全面品質管理與學習型組織間既相容又互補的一項整合型架構。本文第二部份之文獻探討聚焦於分析全面品質管理與學習型組織間的動態互動,強調彼此乃屬於一種互賴共生的永續合作關係。本文最後提出結語回應全文,並討論全面品質管理與學習型組織在教育實務與理論上的意涵,以及建議從事後續的實證研究以檢證此一整合型架構。

The primary aim of this paper is to explore the possibility of integrating TQM and LO into a coherent vision for the purpose of maximizing advantages of both initiatives for better understanding and effectively planning educational change. Part one of the review of the literature analyzes two bodies of literature concerning TQM and LO in terms of their definitions and critical success factors. As a result, seven factors including systems thinking, shared vision, teamwork, continuous improvement, professional development, shared leadership, and commitment are identified to establish an integrated framework that is compatible with TQM and LO. Part two of the review of the literature aims at examining the dynamic interrelationships between TQM and LO, which convincingly argues that TQM and LO are mutually dependent and complement each other. This paper concludes by discussing its implications for educational theories and practices, and recommending an empirical study for testing the present integrated framework.
