優質幼兒園品質評量指標建構之研究

A Study on the Construction of Criteria for High Quality Preschools

摘要


本研究旨在建構優質幼兒園之品質評量指標,藉由分析篩選國內外多種評量方案工具,並結合德懷術之專家共識度達成、以及層級分析法之相對權重關係探討,期能符應全面性與多元性之品質評量。本研究之研究工具包括「優質幼兒園品質評量指標建構之Delphi調查問卷」與「優質幼兒園品質評量指標權重之AHP調查問卷」;問卷調查對象兼顧理論與實務經驗,由幼兒教育學者、行政實務專家與教學實務專家共同組成。本研究之品質評量指標由14構面之84項指標,經由三回合德懷術問卷調查萃取成7構面之42項指標,再結合相對權重分析發現,指標構面之重要性排序,依序為衛生健康安全、課程教學活動、人員專業成長、班級課室經營、園務行政管理、園家社區融合、以及環境規劃陳設。最後,依據研究發現,對幼兒園、主管機關與未來研究,分別提出相關建議,期使幼兒園能系統化提升與確保品質,為優質之學前教育繼續創造價值與開拓契機。

The purpose of this study is to construct the evaluation criteria of high quality preschools. By analyzing the various evaluation tools, utilizing Delphi technique, and employing analytic hierarchy process, this study aims for comprehensive and pluralistic assessment combined with the expert consensus degree and the relative weights of importance. The research tools include the Delphi questionnaire and the AHP questionnaire of the assessment of high quality preschools distributed to the combination of both theoretical and practical experts. According to the results of three rounds of Delphi questionnaire, the set of evaluation criteria was extracted from the 14 domains of the 84 indicators into the 7 domains of 42 indicators. In addition, combined with the analysis of relative weights of indicators, the importance of domains is sorted orderly as health and safety, curriculum-based activities, personnel professional growth, classroom management, administrative management, community integration, and environmental planning furnishings. Finally, based on the findings, the suggestions to preschools, authorities and future research are made to enhance quality assurance, create value and explore opportunities for outstanding early childhood education.
