福建省與四川省高層次人才引進政策及其影響因素

人才為經濟社會發展的第一資源，更是實現區域經濟社會發展的重要驅動力，更是各國和各經濟發展地區綜合競爭力的重要體現，為瞭解中國部分經濟發達地區的GDP發展與該地區高層次人才引進政策現況，本研究針對沿海的福建省和內陸的四川省，應用比較研究方法進行兩省份之間的共同性與差異性分析。研究發現：（1）四川省整體影響力高於福建省，而人均GDP福建省高於四川省，隱含著福建省在脫貧與均富較四川省佳；（2）在高層次人才引進以中青年為主，重視國際經驗、創新創業能力、博士學位；（3）就個人資金支持，福建省給予的資助較四川省高；就創業團隊，四川省較福建省給予的資助高；（4）福建省側重於高層次人才隊伍建設，四川省強調科技含量高的人才隊伍構建，專業集中在《中國製造2025》（Made in China 2025）規劃的十大領域，反映兩省份注重科技型人才發展，圍繞在新材料、新科技、現代服務業發展領域重點。

Talent is the primary resource for economic and social development, and it is also an important driving force for regional economic and social development. It is also an important manifestation of the comprehensive competitiveness of various countries and economic regions. It is a good way to understand the introduction of high-level talents in some economically developed regions in China. The current GDP development of the region, this study is aimed at Fujian Province on the east coast and Sichuan Province on the southwest inland, using comparative research methods to analyze the similarities and differences between the two provinces. The study found that: (1) Sichuan Province's overall influence is higher than Fujian Province, and per capita GDP of Fujian Province is higher than Sichuan Province, implying that Fujian Province is better than Sichuan Province in poverty alleviation and wealth. (2) In the introduction of high-level talents, mainly young and middle-aged persons, with a doctorate, value international experience, and have the ability to innovate and start businesses; (3) For personal financial support, Fujian Province provides more funding than Sichuan Province; for entrepreneurial teams, Sichuan The funding provided by Fujian Province is higher than that of Fujian Province; (4) Fujian Province focuses on the construction of high-level talent teams, and Sichuan Province emphasizes the construction of high-tech talent teams, with majors concentrated in the tenth plan of ＂Made in China 2025＂. The broad field reflects the two provinces' emphasis on the development of scientific and technological talents, focusing on the development of new materials, new technologies, and modern service industries.
