With the gradual improvement of the scale and quality of various competitions, the demand for competition volunteers has also increased year by year. Therefore, how to prevent the loss of volunteers is an important issue. Based on the hierarchy of needs theory, this paper analyzes the motivation of volunteers in major international competitions and regional competitions and proposes effective strategic human resource management from the four perspectives of selection, training, education, and retention as recommendations for subsequent practical operations. After sorting out past research, it is found that the motivations of volunteers in international competitions are mainly at the level of self-fulfillment and respect, while the motivations of volunteers in regional competitions are polarized. The possible reasons include different participation costs and competition requirements. The organizer should incorporate the motivation of volunteers into volunteer management and make different plans for volunteers' human resources according to different scales and goals of the competition.
