運用溪流狀況指數評估朴子溪護岸生態工法施作之成效

摘要


近年來台灣地區持續推動生態工法之理念,其中在河川整治與維護計畫上更是運用廣泛。但有鑑於目前仍缺乏一兼具代表性、簡明易操作以便於推廣的評估方法可供依憑與檢核之用,因此本研究參考澳洲自然資源與環境部所提出溪流狀況指數,並對應台灣的實際環境狀況加以調整提出合適的狀況指數架構。此狀況指數突破以往強調以生物性指標為主的評估觀念,而包括水文、物理狀況、濱河狀況、水質、水生物等五大次指數,雖內容涵蓋水利、土木、植栽、環境及生物學等類別,但透過簡易且具代表性的程序與內容之建立,一般非專業背景人亦可順利的用以評估河川施行生態工法後之生態狀況與成果,進而作為日後進行周邊相關環境規劃設計、施工及維護管理等階段工作時之參考依憑之用。本研究並以嘉義縣朴子溪護岸工程為例,進行相關之應證調查與分析研究。

Lately Taiwan has been furthering the concept ecological engineering and method. There is an especially wide application on renovating and preserving rivers. However, due to the lack of one representative, easy to operate estimative method to base on and examine with at present, this study advances the Index of Stream Condition from Australian natural resources. This index is corresponding to the actual environment in Taiwan and it can be adjusted and applied. Different from the biological estimative ideas that were emphasized before, this index includes hydrology, conditions of physics, conditions of rivers, properties of water, water organism. Though the content contains categories such as water conservancy, construction and building activities, plants, environment and biology, non professions are still able to apply this index to estimate the results of biological conditions after administering ecological engineering and method on rivers with the help of simple and representative procedures. The results can be references for further various works such as design and construction. This study is based on the bank preserving construction of Pu Zue Creek to investigate and analyze related evidence.
