A Study on the Application of Fuzzy Analytic Hierarchy Process in IC Industry Policy Selection

After decades of development, Taiwan's IC industry has become the world's fourth largest manufacturing center, the world's first largest IC foundry industry, the first largest packaging industry, as well as the second largest IC design industry. For an industry to be successful, the industry requires various favorable conditions and resources from private businesses and further coordination of industrial policy formulation from government, peripheral conditions and infrastructures. To enhance existing competitive advantages and facilitate industrial transformation for greater competitiveness, the government must stipulate an effective industry policy to increase competitive environment. This study therefore intends to study the current competitive environment of IC industry, further discuss about the coordination of laws, decrees and systems from government, and what primary concerns of policy implementation are. It is obvious that assistance from government plays a vital role of affecting the industrial development, excluding painstaking effort from private business.This study will collect the relevant literatures related to IC industrial analysis and policy, analyze the competitive environment of IC industry and locate the relevant policies that influence the managerial effectiveness of Taiwan's IC industry. Additionally this study takes IC companies and experts of IC industry as samples. By utilizing fuzzy analytic hierarchy process, this study designs a survey questionnaire. Based on survey results, this study thus prioritizes the concrete measures for a variety of dimensions of IC industrial policies and submits top ten most emphasized items by industry, including assistance of technology transfer, cultivation of technology talents, assistance to develop Soc technology, subsidy of innovative technology R & D, the accelerated depreciation of R & D equipment, lifting ban of three direct links across Taiwan Strait, the tariff exemption for importing R & D equipment, the implementation of national defense substitute servicemen (NDSS), cultivation of marketing talents, and the enactment of patent law. According to research results, this study proposes suggestions for government, IC industry, and subsequent researches.
