本文以社會資本的觀點,探究東港櫻花蝦是透過什麼樣的運作機制,才能永續經營管理,並且展現其區域發展背景下的獨特性。東港早期的發展與其為屏東平原的交通要道,有密切關係,但隨著交通機能的喪失逐漸沒落。近年來地方漁業產業的振興,為東港地區注入一股區域發展的新動力。地方為尋求發展,運作機制的產生是相當重要的,在地透過由下而上的力量,進行資源的分配與保育,有賴於社會資本如何在地方運轉、串連、規範並積累。本研究利用屏東縣東港鎮的櫻花蝦產業為個案,進行地理學理論的對話與討論,以期達到瞭解社會資本如何帶動地方產業發展的目的,經研究發現,東港櫻花蝦的產業之所以能夠朝向生態永續,保育制度的建立相當重要,而社會資本的運作,扮演重要的角色,藉以消除漁民對於制度的懷疑,進而轉向支持。
The present study adapts social capital point of view to investigate that how the sergia lucens industry of Tong-Kang can be sustainable management, and can show its uniqueness. The early development of Tong-Kang was attribute to its position, but gradually declines by the lost of transportation function. In recent years, the promotion of local fish industry gives a hand to push region development again. In order to seek sustainable development, the production of the operation mechanism is quite important. The distribution and conservation of resources, by the force from bottom to top, depend on how social capital be operated, connected, ruled and accumulated. This study presents a case study of the sergia lucens industry of Tong-Kang to dialogue and discuss between relevant geography theories and empirical research. Hence, we can understand how social capital leads the sustainable development for local industry. The study found that Tong-Kang sergia lucens industry has been able towards ecological sustainability, it is important to establish the system of conservation, and it plays an important role by the operation of social capital.
