地方政府社會福利發展的影響因素：研究途徑的分析
The Effect Factors of the Social Welfare Development Administered by Taiwan's Local Governments: A Research Approach Analysis
摘要
本文企圖透過對西方福利國家之社會福利的產生並進而擴大發展的因素，及台灣地區社會福利發展的分析，檢視影響台灣地區地方政府社會福利發展的可能因素，從而建構一個分析台灣地區地方政府社會福利發展的理論架構與分析模型。經由政治、經濟、社會與文化等影響西方及台灣地區社會福利發展之四個層面因素的分析，本文認為「區域社會經濟結構的變遷」（包括區域的產業結構與就業人口的改變、依賴人口扶持機制的改變、都市化的發展、經濟的發展與國民生產毛額的提昇等因素）、「地方政府自主性」（包括法律賦予地方政府之政策立法與執行的權力、地方政府的財政自由裁量權、地方政府之財政規模等因素）、及「政黨競爭」（包括政黨及其屬性、選舉競爭程度、議會的支持程度等因素）等三個因素，將可作為探討台灣地區地方政府社會福利發展的分析架構，本文並從而建構一個探討台灣地區地方政府社會福利發展的分析模型，以作為進行實證分析的基礎。

By analyzing the social welfare emergence and development in the European welfare capital states and by examining the social welfare development in Taiwan, this study attempts to build up an analytic model to find out the effect factors influencing the social welfare development enforced by Taiwan's governments on the local level. The author concludes that social welfare development as carried out by Taiwan's local governments has been greatly affected by factors such as the change of ”regional social-economic structure,” ”degree of local autonomy,” and ”party competition.”
