高中職社區化實施成效與發展-以高雄市為例

Implementation and Development for High School Community Program: A Case Study of Kaohsiung City

摘要


本研究旨在分析高中職社區化預定目標與執行成果、高雄市高中職社區化歷年來重點成效、高雄市高中職教師與學生對社區化成效之看法差異情形、以及對高雄市高中職社區化後續發展提出建議。本研究採文獻分析、三次焦點團體座談、及問卷調查等為主要方法進行資料收集。問卷調查部份共分為教師卷與學生卷兩種,採分層系統方式以高雄市30所高中職,每校120位學生,總計3600位學生為抽樣對象,回收2114份,剔除無效問卷132份,有效1982份,有效問卷回收率為55.05%;另以高雄市30所高中職內的校長、主任、組長及教師等每校50位教師為抽樣對象共發出問卷1500份,回收613份,有效問卷為共613份,有效問卷回收率為40.87%。本研究採用「高雄市高中職社區化實施成效」為工具,其中教師卷以因素分析獲得:資源分享、課程規劃、學生學習、社區特色及額外效果等五向度,教師問卷之Hotelling's T-Squared值為675.908;F 值為27.833;其總Cronbach's Alpha值為.945;學生卷亦以因素分析獲得:資源分享、就近入學、學習成效、繁星(升學)相關等四個向度,學生問卷之Hotelling'sT-Squared值為3401.999;F 值為146.103;其總Cronbach's Alpha值為.865,顯示問卷信效度良好。本研究獲得主要之結論為:建置區域性的高中職社區化,其最終目的為了能達成「12年國民義務教育」的長遠目標建立基礎、在校際間資源共享以及社區特色發展均有正面提升的效果,但是在「各校均質性」部分仍有努力的空間;此外,本研究亦提出相關建議供教育主管單位及高雄市高中職學校行政主管、教師、學生及學生家長作為未來社區化發展之重要參考。

This study aims to analyze the performance and progress of High School Community Program (HSCP) of Kaohsiung city in recent years from viewpoints of teachers and students, and provide suggestions for further development of HSCP. The literature review, focus group interview, and questionnaire were used as the research methods. 1500 teachers and 3600 students in Kaohsiung high schools were selected by systematic stratified sampling, in which 613 questionnaires from teachers and 1982 questionnaires from students were returned. The return rates are 40.87% and 55.05% respectively. The validity and reliability of each questionnaire were tested by factor analysis and Cronbach's Alpha. This study reveals that the performance and progress of HSCP in Kaohsiung could be explored by the dimensions of resources sharing, curriculum design, student learning, special programs in community, and extra effectiveness from teachers' responses. In conclusion, the high school community in Kaohsiung city could be the foundation of the 12-year compulsory education. The resources sharing and special programs development between community schools show great improvement, except some variances in the qualitative levels among schools. Finally, this study also provided some suggestions to departments of education, school administrations, teachers, parents, and students.
