本研究旨在探討台灣地區「員工協助方案(EAPs)」有效運作因子及推展歷程的阻力因素,了解員工生活與心理困擾的類型、規劃有關的心理衛生教育課程。本研究採用質的研究法,個別訪談台灣地區12位企業主管與基層員工,蒐集其對EAPs的看法、員工求助問題類型、有效運作因子及推展阻力,並進行資料分析。研究結果發現:1.全體受訪者皆認同EAPs對現代企業的重要性;2.影響員工工作效率的前三項個人因素依序為工作態度、身心健康與專業能力;3.企業員工求助的問題類型,女性為同事相處、兩性關係與性別歧視,男性為工作壓力、勞資關係與婚姻問題;4. EAPs 的企業運作模式係以員工諮商、生涯發展和教育訓練為主軸,其中女性員工重視個別諮商與短期成長工作坊;男性員工較注重員工申訴制度與醫療服務;5.EAPs運作的有效因子前四項為雇主支持、有制度、有諮商從業人員和多宣傳,其阻力因素前四項為成本高、個人隱私權的擔憂、諮商專業人員缺乏及沒有求助的時間空間;6.企業必須規劃及落實其心理衛生教育工作,並設高位階部門,加強心理服務專業。本研究據此提出六項建議,以供政府、企業主、諮商人員和勞動工作者和未來研究的參考運用。
The purposes of the study are to investigate the facilitating factors and barriers in the implementation of EPAs in Taiwan, to understand the types of problems employees have and to work out related mental health education programs. The study employed a qualitative research method. Twelve business executives and employees were interviewed to collect their views toward EAPs, to understand the types of problems workers would seek help with, and to identify the factors that could either facilitate or hinder the implementation of such programs. The data gathered were analyzed and the findings are:1) All interviewees agree with the importance of EAPs in the business sector.2) The top three personal factors that influence efficiency at work are attitude toward work, mental and physical health and professional skills.3) As for the types of problems, female workers seek help with problems about relation among colleagues, gender relationship and sexual discrimination. On the other hand, male workers seek help in order to cope with pressure from work, to find consultation in employer-employee relation and marital problems.4) The working model of EAPs focuses on staff counseling, career development and education training. Female staff members pay more attention to individual counseling and short-term workshops, whereas males put more emphasis on employee appeal system and medical care services.5) The first four facilitating factors in the working of EAPs include support from employers, a well-planned system, the presence of counselors and promotion of the programs. The first four factors that hinder the programs are high cost, a fear of privacy invasion, a lack of professional counselors and a lack of time and space to seek help.6) Enterprises should plot out and then implement mental health education. There should also be a higher-level department which provides professional mental health services.Based on the findings of the study, six suggestions are offered for reference to government, business executives, counselors for employees and further research.
