論新加坡華語文推廣

Discussion of Chinese Promotion in Singapore

摘要


新加坡位於東南亞地理核心位置,近代以來一直是東南亞華人文化重鎮,第二次世界大戰後曾經成立長達25年的南洋大學,是最著名的指標。但是隨著新加坡政府採行國際化政策,教育用語明顯倚重英文,致使該國居於總人口大多數的華人,始終有人抱怨使用華語的能力大幅下滑。筆者於2011年底前往新加坡實地觀察華語推廣的成效。筆者發現新加坡人民使用華語的比例,比起卅年前要普及的多了;因為隨著國際傳播的重心逐漸東移,在當前衛星電視十分發達的情況下,新加坡人民收視臺海兩岸的電視新聞及其他節目,已是稀鬆平常之事,華語普及乃是大勢所趨。惟其如此,新加坡政府的語言政策仍得顧及鄰近國家的關係。本文採用全球傳播與國際關係理論檢視新加坡華語推廣成效,結論是:新加坡推廣華語,固然與政府的語言政策有關,但大環境的變化仍是關鍵;換言之,當華語躍上國際舞台成為通用語言時,不怕新加坡華人不學習華語;就這一點而言,還有賴華語國際媒體及其產品的發展;否則,當下盛行的美國好萊塢影視產品,仍將在一定期間內吸引新加坡年輕人熱衷學習英語,而衝擊華語推廣成效。

Singapore is in the core location of Southeast Asia, and it has been an important Chinese cultural great town in recently centuries. Nan Yang University was the famous landmark that had ever run for 25 years after World War II. According to the Singapore's international policy, English becomes the main educational tool, there are many Chinese-Singaporean complaining their Chinese skill going down. I found that Chinese-Singaporean spoke more Chinese than 30 years ago during my fact-finding trip in Singapore in the end of 2011. With the international communication market moving gradually to Eastern, especially in satellite TV era, Mandarin becomes very common because Singapore's people usually watch the Chinese TV programs such as news and drama. In this situation, the government of Singapore has to face the language policy. This essay is based on the theory of global communication and international relation to explore promotion of Chinese language learning in Singapore, my conclusion is, promoting Chinese language learning surly has to do with language policy; the surrounding circumstance also needs to take into consideration. In other words, Singapore's people are eager to learn Chinese when Chinese become an international prevailing language. In this case, it needs to continue developing Chinese global media and its products and promoting Chinese language learning to resist Hollywood movies' attraction.
