在開發中國家,成人基本教育的發展和整體政治、經濟和社會的脈動息息相關,二者相互影響。近年來,很多國家投入相當的經費與人力,推展成人基本教育,以提昇全民教育水平,進而帶動國家整體發展。南非共和國和台灣在民主發展進程有些相似之處,二個國家同樣都是威權政體逐漸進入民主轉型的階段。長期以來,南非政府在推動成人基本教育上不遺餘力,惟時至今日,文盲依然是南非家所面臨的重大社會問題。本文目的首先探討南非在歷經多次政治變遷之後,在不同時期社會脈絡影響下,其成人基本教育呈現出什麼獨特的意涵;並運用時間點依序介紹南非政府長期投入掃盲的行動措施,暸解其實際的成效和困境,希望經由脈絡性的探討以激發不同思維和啟示,可為台灣相關研究和實務之參考。
In developing countries, adult basic education is closely related to the development of the general political, economic and social trend. In recent years, many countries invested considerable funds and manpower to promote adult basic education, to upgrade the level of education for all, in order to stimulate the state's overall development. Taiwan are similar to the Republic of South Africa in the process of democratization, both gradually transform from authoritarian regime to democracy. For a long time, the South African Government made many efforts to promote adult basic education, but until now illiteracy is still the major social problem in South Africa. The purpose of this paper aims to discuss the unique implication of adult basic education under different social contexts with to political transition in South Africa. In Chronological order, the practice and effectiveness of the long-term ABET campaigns in South Africa are introduced. Finally, the paper proposes the rethinking for ABE in South Africa for reference by contextual analysis.
