民族自決旗幟下之權力競逐－試論德國在科索沃獨立中之角色

本文旨在藉由科索沃獨立中德國角色之分析，認識此一重大國際事件之另一面貌。科索沃獨立乃諸多不同因素交相影響之結果。就其獨立之內部因素而言，該國人民強烈之自決意志乃其獨立成功之重要內部因素，而國際社會之支持，尤其是歐美強權對科索沃問題之積極介入，則為該國邁向獨立不可或缺之外部條件。由於德國積極介入科索沃問題，主張以民族自決方式解決其最終地位問題，並於科索沃衝突期間透過各種手段協助該地區人民走向獨立，使其被視為科索沃獨立之重要外部影響因素之一。本文從德國對科索沃問題所持立場之分析出發，說明獨立的科索沃對德國具有重大國際地緣政治與經濟利益等意涵，並藉其所使用支持獨立手段之進一步描述，說明德國如何藉此協助科索沃步步邁向獨立，最終說明科索沃獨立在某種意義上乃德國等西方強權以民族自決之名行權力競逐之實之產物。

Due to its deep involvement in the Kosovo question through advocacy of national self-determination as the ultimate solution to the Kosovo question, manifested by multiple demarches and interventions during the Kosovo crisis, Germany can be seen as one of the most important external factors in support of Kosovo independence. This paper analyzes the German position on the Kosovo question as a basis for exploring the significance of Kosovo independence for Germany's geopolitical and economic interests. Through discussion of the means by which Germany expressed its support for Kosovo independence, the paper will explain how Germany incrementally helped to ensure that Kosovo would become an independent country. The paper will conclude that the independence of Kosovo is due in part to international community support for respecting the principle of national self-determination.
