摘要

在2021年，流亡西藏舉行第十六屆藏人行政中央噶廈第五任司政與第十七屆西藏人民議會45席議員選舉，本文旨在觀察和評估新一屆西藏流亡政府藏人行政中央和西藏人民議會對於流亡西藏與中華人民共和國和中華民國關係的影響。在藏中關係方面，司政邊巴次仁裁撤了由流亡各國藏人菁英組成的藏中和談籌備小組，而在內閣中新設藏中和談策略規劃小組；在藏台關係方面，前任司政洛桑森格任命駐台灣代表／達賴喇嘛西藏宗教基金會董事長巴瓦．格桑堅參在3月到任。本文分就藏中與藏台關係視訊訪談了藏中和談籌備小組成員西藏政策研究中心主任跋熱．達瓦才仁和達賴喇嘛西藏宗教基金會董事長巴瓦．格桑堅參，初步發現流亡西藏新政府仍將堅持中間道路路線，但將由司政領導藏中和談策略規劃小組對藏中關係進行更直接和靈活的政治倡議。

In 2021, the popular election of the 16th Central Tibetan Administration Kashag's fifth-term Sikyong and the 17th Tibetan Parliament in Exile 45-seat general election were held in Tibet in exile. The purpose of this article is to observe and assess the impact of the new Tibetan government-in-exile, the Central Tibetan Administration and the Tibetan Parliament in Exile on the relationship among Tibet in exile and the People’s Republic of China and the Republic of China. It was found that the new Tibetan government in exile will still adhere to the Middle-of-the-Road Line, but the Tibet-China Peace Talks Strategy Planning Group will be led by Sikyong to make more direct and flexible political initiatives on Tibet-China relations.
