Industrial clusters are the interactive processes of economies of scale, economic scope and external economies. The competition of regional economies to a great extent is the competition of industry clusters. The main problems of regional economic development in Northeast China are the lacks of industrial cluster superiority and the weaker competitive ability as a whole. According to industry cluster pricing superiority model, this article analyzes the way of the organizing division of industrial cluster scenically and systematically, which is characterized by low price competitive advantage. This kind of superiority provides the theoretical basis of the study of industrial cluster superiority of regional economic development in Northeast China.
The article constraints against the restricts of northeast regional economy development bottlenecks-lacking the industrial cluster superiority, analyzes the issues of regional economic development in Northeast China and the reasons for the holdup of development systematically. This article explicitly proposes lots of measures, such as: the transformation and promotion of the northeastern regional economy, which is a kind of integration, reorganization, readjustment and development of regional economy, that should fully cultivate and develop the regional economy's industrial curler superiority in Northeast China, on the foundation of industrial division, resources recombination and superiority supplementary plan, the regional economic integration and modernization in Northeast China; to break the regional barriers and plan the regional development; to establish “the circle of northeast industrial economic”; to nurture and develop the clusters of traditional industries and new industries which have the competitive advantages; to promote the industrialization of agriculture, develop distinctive agricultural industry clusters; develop the private industry clusters; to construct urban groups, provide the spatial carrier for the display of industrial cluster superiority; to walk the new industrialization path, upgrade the northeast industrial cluster superiority through information technology.
