從學校本位決策談區域課程發展中心的建構:-以高中職均優質化方案為例

From school-based curriculum development to the construction of the area Curriculum Development Center: The cases of the "School Actualization and Homogeneity Program" in senior and vocational high schools of Taiwan

摘要


國民基本教育延長為十二年已是當前教育發展趨勢,教育部為落實此政策,分別推動高中職優質化、均質化與優質精進等方案,地方教育局也紛紛推出高中職旗艦以及領先計畫,期望健全高中職的適性教育環境,均衡城鄉的教育資源,提升國民的基本知能。為因應此變革以及彰顯各計畫的成效,學校亟需一股由下而上的自我覺察、回饋省思與改革力量。而本位決策正呼應此改革潮流,主張變革應該來自基層,教師、校長、家長、職員、社區或企業應共同合作,自主決定課程內容、教材與教學方式,使學校的改革能符合在地的需求,發展出有利學生與社區的最佳模式。本篇乃基於本位決策的理念,探討課程發展的機制與功能,再針對臺灣現行的高中職均優質化等方案,提出建構區域課程發展中心的藍圖,供教育主管機關推動課程與教學革新時參考。

The ministry of education continue to implement the 12-year basic education system in Taiwan. To identify more high-quality high schools, to achieve balanced development of vocational high schools and senior high schools in all regions, and to ensure the quality of basic education, school actualization and homogeneity program is implemented. To react the educational programs as above, the bottom-up initiatives are undertook in school reform. The emerging trend which needs to be considered in the planning of the curriculum development is greater involvement of teachers, principals, parents, community, and employers. This paper explored the mechanism and functions of the curriculum development. Further, tasks of the area Curriculum Development Center were outlined. Finally, based on discussions about the "School Actualization and Homogeneity Program" some suggestions were proposed for educational authorities to promote the efficiency of curriculum development and instructional design.
