臺中港北防波堤－商港友善垂釣之海釣示範區經營模式初探

全球垂釣人口在已開發國家中，粗估可能已達人口的10%。臺灣四面環海，擁有豐沛的海洋資源，海洋保育署參酌民間團體及研究論文概估海釣人口約有120萬人，此現象顯示休閒垂釣已廣為國內民眾所喜愛。2020年起，海洋委員會之海洋保育署也因應向海致敬政策，以及國內漸增的釣魚人口，草擬並公布臺灣友善釣魚行動方案，以友善環境之垂釣原則為基礎，逐步落實建置臺灣友善垂釣之休憩環境。臺中港北堤隸屬於商港之一，自2019年成立以來，因其獨特的經營管理模式與成功經驗，已然成為全臺首個海釣示範區，至今已吸引逾16萬名釣客。為逐步落實國家友善垂釣政策，同時提供相關場域推廣規劃參考，本文透過臺中港北堤此一海釣示範區經營模式進行初步探討。從緣起出發，接續分析其實體場域特性，再由管理機制，包括清潔維護、經費管理與來源、人員及作業編制、收費機制、資訊管理系統等現行制度進行梳理，最後進行營運現況分析。研究發現，針對活化目標場域，整合負責規劃空間之公營機關，後續實際營運與管理之單位或委外團隊，以及進駐實務經營者，透過不同角色的發揮與整合資源，成功讓臺中港北防波堤成為商港友善垂釣之海釣示範區。期透過本文進行北堤海釣示範區之經營模式初探，提供未來學術研究與產業實務應用之參考。

In developed countries, it is roughly estimated that their fishing population is 10% of the total population. Taiwan is surrounded by the sea and has abundant marine resources. Referring back to non-governmental organizations and research papers, the Ocean Conservation Administration of Taiwan estimates that the sea fishing population in Taiwan is about 1.2 million, which shows that recreational fishing has become very popular among Taiwanese people. Starting from 2020, in accordance with the Tribute to the Ocean policy and the growing fishing population in Taiwan, the Ocean Conservation Administration of the Ocean Affairs Council has drafted and announced the Taiwan Friendly Fishing Action Plan. Based on the environment-friendly fishing principles, it will gradually implement and build a friendly fishing environment in Taiwan. North Levee of Taichung Port belongs to one of these commercial ports. Since its establishment in 2019 and by virtue of its unique operation and management model and its successful experience, it has become the first sea fishing demonstration area in Taiwan and has attracted more than 160,000 anglers. In order to gradually implement the policy of friendly fishing in Taiwan and provide a reference for the promotion planning of related fields, this study conducts a preliminary study on the operation mode of North Levee of Taichung Port as a sea fishing demonstration area. This study starts from its origin and then analyzes the characteristics of its physical field. It then sorts out its management mechanism, including cleaning and maintenance, fund management and sources, personnel and operation structure, charging mechanism, information management system, and other current systems. Finally, it conducts an analysis on its current operating conditions. The study found that for the revitalization of the target site, the public agency responsible for planning the space was integrated, the subsequent actual operation and management unit or outsourced team, and the stationed practical operators, through the play of different roles and integration of resources, successfully made Taichung Harbor North Breakwater a Commercial and Port Friendly Fishing Sea Fishing Demonstration Area. Through the preliminary study of the operation mode of the North Levee Sea Fishing Demonstration Area, this study expects to provide a reference for future academic research and industrial practical application.
