台灣英語教育的演進與前瞻思維

摘要

本文旨在深入探討台灣英語教育的歷史發展過程，以及以英語為媒介的整體教育對促成台灣現代化與民主化的影響。論文首先追溯到「庚子賠款」留學生選送赴美國深造所引發的華人英語潮流，以及1950年代以後部分菁英回到台灣所帶來的初期教育改革思維。1960年代的蓬勃學風，與1970到1990年代台灣的現代化、民主化與海外留學熱潮進一步促成英語教育之蓬勃發展與國際人才培育的興盛。然而，到了世紀交替之際，留學熱潮與各級學校的英語文教育成效，因社會變遷與價值觀轉移逐漸滑落，也促成政府當局對提升全民英語能力提升措施的嚴重關切。本文從歷史發展的角度來分析台灣英語教育的興衰原因，並提出前瞻性的改革方案並提出前瞻性的改革方案。

Taiwan had it proto-type English education started from scratch in the 1950s without any resources or technical know-how. However, it inherited the legacy of a large number of internationally recognized scholars who entitled the Boxer Indemnity Scholarship to study in the U.S. in the 1910s. Modernization of Taiwan starting from the 1970s has subsequently enabled the high-tech powerhouse to successfully reform its English education system. The paper depicts the evolution of Taiwan's English education in the past century, and attempts to propose some pragmatic views and best practices for rejuvenating the nationwide teaching and learning of English in the international context.
