多元就業開發方案促進失業婦女就業之充權模式與充權障礙之探討

摘要

受到全球性經濟風暴影響、景氣低迷、人心徨恐無助、失業率節節攀升，臺灣突如其來的九二一大地震、對失去至親的災民而言，更是雪上加霜，如何紆解失業問題儼然成為各界關注的焦點。為因應日益嚴重的失業問題，近來政府積極強化積極勞動市場，包括就業希望工程、多元就業方案與公共服務擴大就業方案等公共就業措施，陸續推動創造就業機會，並推動失業給付、就業服務與職業訓練三合一方案，及增加公共職業訓練的容量等。許多女性突破現狀，勇於走出家庭，參與接受職能訓練，再次創造第二春的就業機會。針對目前的失業潮中婦女承擔家計的困境，政府應致力於進行資源整合與民間團體合作，創造一個新型態的多元工作機會。本研究希望達成下列之目的：瞭解失業者在充權過程中，政府及民間組織團體的角色與功能，搜整失業者能得到的資源與取得途徑。瞭解失業者在充權過程的正面問題、負面問題與障礙。三、瞭解NPO對失業者觀點，驗証對失業者充權的正面問題、負面問題與障礙。

Influenced by the global economic storm, prosperous depression, heart hesitate and intimidate helplessly, the rate of unemployment soars successively, Taiwan burst of 921 heavy earthquake, to losing the close relative's victim of the disaster but speech, it is that disasters pile up on one another even more, how Yu solves the problem of unemployment and becomes the focus that all circles pay close attention to solemnly. In order to answer the serious problem of unemployment day by day, the government strengthens Active Labor Market Policy actively in recent years, such public employment measures as the Hope Project, plural employment scheme and public service expand the employment scheme that including obtain employment, promote employment opportunity of creating successively, promote unemployment pay, employment serve with the trinity scheme of vocational training, and increase capacity of public vocational training, etc.. A lot of women break through the current situation, take courage to go out of the family, participate in accepting function training, create the employment opportunity in second spring again. Bear the predicament of the family live hood to women in the present unemployment tide, the government should be devoted to carrying on the integration of the resources to cooperate with folk, create the plural working opportunity of a new-type attitude. This research hopes to reach the following purposes: First, understand the unemployed in the course of empowerment, role and function of the government and non-governmental organizations, collect and sort out resources that the unemployed can get and make the way. Second, understand that the unemployed are encountering the positive question, negative question and obstacle of the empowerment. Third, understand NPO's point of the views to the unemployed in the programs.
