台灣經濟發展困境與因應之道：環保產業發展策略之探討

摘要

經濟發展與環境保護間之失衡，使環境受到嚴重污染與破壞，肇致許多環保人士呼籲必須重視環境保護與永續發展。國際環境保護問題，已成爲二十一世紀經濟發展關鍵議題，加以中國大陸與東南亞各國經濟崛起，如何維持台灣既有經濟優勢並突破現有困境，規劃未來產業發展策略，是刻不容緩的課題。本文指出台灣產業面臨六項困境，以SWOT分析台灣產業發展四大關鍵問題，並從全球化對產業政策之影響及環保問題著手，建議調整產業結構、開拓綠色產業、提升傳統製造業、發展策略性服務產業與高知識高技術密集產業等五項發展策略。

Unbalance between economic development and environment protection cause to environment pollution and urge many environment protectionists appeal to think highly of environment protection and continue forever to develop. The international environment protection problems, has become the 21st century economy development extremely essential subject, above all, China and Southeast Asia countries economy rises, how maintains the economical superiority and the breakthrough existing of Taiwan and to plan the plan next stage industry also become an urgent mission. This article point out Taiwan industries face six predicaments, analysis four key problems by SWOT, and from globalization impact domestic industry strategies and environment problem to suggest five development strategies: adjust industry structures, to expend green industries, improve traditional manufacture, develop strategic service and high knowledge technical intensive industries.
