就像所有國家一樣，國家的對外政策有其戰略假設，這些戰略假設構成地緣政治密碼，臺灣也不例外。 理解一國的地緣政治目標及其未來，則須將其過去置於地理脈絡中加以分析。地理上，臺灣之所以重要，不僅是因為位於第一島鏈的中心點，同時也是因為臺灣正位於「亞洲的地中海」三角形廣袤水域的頂點，正是由於臺灣的地理位置，據此開啟東西方海權圍繞著臺灣而競爭。 國家對外行為必然會涉及國家利益，據此可能發現，國家制訂對外政策也必然會有一套既定的準則加以參照，地緣政治密碼就是一組準則；更精確的說法，地緣政治密碼決定國家的利益，並且確認對國家利益的威脅以及對這些威脅可能的反應本質。 在最終分析上，臺灣的地緣政治密碼，在地方層次上，必須維持足以與中國競爭的能力，也就是與中國競爭；在區域層次上，納入東亞區域安全保障體系，亦即與日本結盟；至於在全球層次上，與美國合作，臺灣始終是美國全球地緣戰略的一環，與美國建立戰略夥伴關係，絕對有利於確保臺灣的安全或生存。

Like all countries have the same actions and policies, each state have their foreign policy and strategic supposition, and this strategic supposition constitution geopolitical code, Taiwan has no exception. Geographically, Taiwan is not only located at the first island chain, it is also being located at so call ”Asiatic Mediterranean”. Taiwan's geographical position thus revolves Taiwan to the struggle between international powers. The action of a state definitely will involve the national interest. The state's foreign policy will also have the criterion which a set will decide to refer to, the geopolitical code will be group of criteria. There have 3 levels to analyze on the geopolitical code of Taiwan. Locally, to maintain sufficiently ability which competes with China; regionally, integrates East Asia regional security safeguard system, to forms an alliance with Japan; globally, cooperate with the US.
