摘要

人們面對研擬政策之緣起、發展、延續與修正過程的依據、時（歷史背景）空（地區條件）轉變等內涵，由於受到個人偏好認知、價值取向之影響，難以期待能夠有較為清醒的認識。有鑑於此，本文擬就：政治與政策形成之間的關係、從「內在與外在的相關」來探討「本質相關」、史觀倒錯的現狀與問題，並對於何謂科學精神與科學方法論的問題等內容進行探討。

Because of personal bias and historical value, it is difficult for people to face the connotation of framed policy including origin, development, extension, revisal, transition of space-time, etc. In view of this, the article will discuss some relative issues such as relation between politics and policies, correlation between the intrinsic and the extrinsic nature of things, problems of historical views, and problems of scientific spirit and scientific methodology.
