摘要

台海兩岸在主權建構與國家認同形塑過程，處處顯示無時不在的概念衝突與矛盾，然在全球化思潮下，台海兩岸互動之新思維，咸認台海兩岸不論是政治領導菁英或是人民在建構其主權與國家認同，皆應避免簡約掉存在兩岸內部多元複雜的主體論述結構，尤其在「軟權」逐漸激盪凌駕於「硬權」的全球價值一體化的浪潮下，台海兩岸未來的互動模式，不論是採取「兩國」、「國協」、「邦聯」、「聯邦」抑或是「一國兩制」等模式，雙方皆須優先建立的共識是：擺脫僵固性「國家—統治」枷鎖的桎梏，從「全球社區—治理」的開放視野出發，進而建立全球化下的台海兩岸地區人民協力伙伴關係，而兩岸在此全球化架構下的互動新思維，將會是理性的最佳選擇，不僅符合兩岸利益極大化，亦產生利它外溢效果。

The process of sovereignty and national identity construction across the Taiwan Strait involves many conceptual conflicts and contradictions. However, new intellectual trends emerging with globalization have led to an increasing recognition from both political elites and ordinary people that constructions of sovereignty and national identity should avoid becoming trapped in complex internal subjective discourses. In particular, with the emergence of universal world values, ”hard sovereignty” is gradually being replaced by ”soft sovereignty.” In the future, in interactions across the Taiwan Strait, regardless of forms and contents needs to be worked from an open vision of ”global community-governance.”
