跨越城市治理之決策新模式的理論與運用

摘要

跨域治理已然成為新政府之治理方式，將民間力量納入，將其他部門、單位納入，不再各自為政，唯力求行政效能之提升，並達到「善治」的目的。本研究以跨越城市治理之決策新模式的理論與運用進行研究，研究方法採用次級資料分析，包括跨域合作需要與其他利害關係人分享權利與資源等。分別從本位主義、進行的主從的問題、及地方公共事務的議題，諸如環保、水資源、交通等基礎公共建設進行分析，並從個案分析提出跨越城市治理可能作法。

Cross-border governance has become the new governance model, the purpose, is to achieve ＂good governance＂. In this study, the decision-making across process in the new model of urban governance theory and us application research, will discussed using secondary data. They include cross-border cooperation with other stakeholders, and the need to share power and resources. Local public affairs issues such as environmental protection, water resources, transportation and other basic infrastructure, are in urgent need of cooperation and collaboration between local governments, case studies from this study may propose new urban governance practice for local governments.
