碳捕集與封存科技適用清潔發展機制之現況與挑戰

The Application of Clean Development Mechanism to Carbon Capture and Storage: Current Situation and Challenges

摘要


近年來,為解決溫室氣體排放的問題,碳捕集與封存科技(carbon capture and storage, CCS),成為關注之焦點。在爭議許久後,墨西哥坎昆大會中,思考將CCS納入清潔發展機制中;並於2011年德班會議中將其納入。本文之目的,在探討CCS科技適用清潔發展機制歷年來之爭議與背景,並針對歷年來針對CCS之特性發展出一套特殊之清潔發展機制規範之討論,進行研析。首先本文將簡介CDM制度,並針對CCS科技納入CDM之歷史發展過程,提供一背景之介紹。其次,則針對CDM適用於CCS時,會產生之主要問題提出分析,特別針對CDM計畫適格(project eligibility)三大要件:永續發展、額外性(additionality)以及CCS計畫可能產生減量之持續性之疑慮。最後,則提出相關之結論與建議。

In order to tackle climate change, carbon capture and storage (CCS) technology becomes hot topic recently. After long dispute, COP 15 of the UNFCCC suggested to include CCS in clean development mechanism (CDM). COP 16 made such a decision.The purpose of this article is to have an overview of the development of CDM regime in CCS and to investigate into the related studies on the design of CCS-specific CDM scheme. In order to understand this picture, this article will have an general introduction of CDM and the historical background of CCS and CDM. Afterwards, this article will point out the controversial issues when applying CDM to CCS, particularly the legal constituents of ”sustainable development”, ”additionality”, and ”permanence”. Finally, this article will provide conclusion and suggestion.
