企業志工參與及永續參與策略規劃之研究以台電公司為例

The Study of Strategic Planning for Corporate Volunteers Participation and Sustainability Participation: A Case Study of Taiwan Power Company

摘要


本研究旨在瞭解高齡化社會企業投入志願服務方案的現況,以台電公司為例,研究主要問題為:(1)參與台電志工服務之基本特質、個人背景對於志工參與動機及志工服務環境的影響如何?(2)志工參與狀況在志工動機及志工環境方面影響如何?研究方法採用橫斷式量化研究法,以及與永續參與策略規劃有關之個案及永續發展指標進行探討。研究假設包括(1)個人背景變項對於志工動機與志工環境具有影響;(2)志工參與狀況對於志工動機與志工環境具有影響;(3)志工服務動機與志工環境具有關聯性。研究結果發現:(一)女性參與者佔76%;(二)年齡以55-64歲前老期43%最多,65-74歲初老期則有21%;(三)教育程度以高中職50%最多;(四)已婚者(87%);(五);職業以家庭主婦(41%)最多;(六)206人有宗教信仰者(77%);(七)家庭每月平均收入以10, 000-30, 000元最多;(八)目前與配偶及子女同住在一起生活者最多;(九)自覺健康狀況以良好最多;(十)志工每週參與服務時數以4-6小時最多;(十一)擔任台電志工的時間以5年以上最多。研究結論建議擴大「台電退休人員參與志願服務」;辦理「志工教育與成長訓練,提昇服務品質」;定期「舉辦聯誼活動,公開獎勵表揚激勵士氣」;成立志願服務議題推動規劃小組,亦可邀請當地之志工服務專業者參與指導;及加強志工的目標管理等。

The purpose of this study is to understand the current volunteer programs of the Taiwan Power Company (TPC) as case-study. The research problem focuses on the characteristics of the volunteer participants in TPC; if the volunteers' personal backgrounds affect their motive for engaging in volunteer service and also if the social environment affects their participation? how does the level of volunteer participation affect their motive for volunteering services? By using the cross-sectional quantitative research method, the research also conducts case analysis on the strategic planning of the sustainable participation of the volunteer program, and on indicators to the sustainable development of the program. The hypotheses applied to this research include personal background as variable which would affect participants' motive for volunteering and the social environment within the program; the level of volunteer participation would influence their motive for volunteering; participants' motive for volunteering and the social environment within the volunteer program arc correlated with each other. This research found that of all the volunteers 1).76% are female; 2).Most of them (43%) are in the pre-elderly stage (between the age of 55~64), while 21% are in the early elderly stage (between the age of 65~74); 3).Most of them (50%) are of senior high or vocational school background; 4).87% are married; 5).Most of them (41%) are housewives; 6).206 volunteers (77%) have religious beliefs; 7).Most of the volunteers' household monthly income is between NTD$ 10,000 to 30,000; 8).Most of them are currently living with their spouses and children; 9).Most of them believe they're of good physical health; 10).Most of them serve 4-6 hours weekly in the program; 11 ).Most of them have served in the program for over 5 years. The research concludes to increase the scale of TPC retiree volunteer program; to enhance volunteer service quality with volunteer education and development training; and regularly to host recreational activities and public recognitions for the volunteers to boost their morale; to advice TPC to invest in the human resources for volunteers; and to propose a practice in sustaining volunteers' participation to the program. The research also suggests TPC to create a planning group to deal with volunteer program-related issues, and invite local professionals of experienced volunteers for their guidance and participation, and to better manage volunteers' service target.
