精神衛生專科護理師規範的發展

研究目的：因應目前醫療照護品質要求，健保制度及成本考量，近年來精神科專科護理師的實際性在其服務的環境中受到重視，於是89年行政院衛生署公告「護理人員法」行政院衛生署公告「內科及外科專科護理師」甄審原則及相關規定，可見國內精神專科護理師的合法性和未來發展對於精神醫療有相當的重要性。本研究目的在「建構精神衛生專科護理師規範制度」，其目標為研議執業範圍、培訓與甄審制度。期望藉由本研究提出之規範書，能促進精神衛生護理專業發展，讓精神病人照護更臻完善。研究方法：藉由六次焦點團體，邀請家屬團體代表、精神醫療（學）學會、各專科醫院醫師專家、護理臨床專家學者以上四類人員，精神醫學會代表與醫師18人、康復之友協會等家屬代表6人、臨床護理人員23人與護理教師18人共計65人次。焦點團體內容再經由公聽會反覆聽取與會意見進行修訂，將融入於焦點團體結果中。研究結果：精神衛生專科護理師的規範制度內容涵蓋精神衛生專科護理師角色功能、執業範圍、訓練機構審定規範、訓練內容規範及指導者訓練規範，可以作為未來持續發展之重要參考。

Recently, the nurse practitioner's practicality has turned to be highly regarded in clinical workplaces, after the consideration of health insurance, and cost-effectiveness. In the year of 2000, the revision of the Nurse Law, introduced the clauses of regulating nursing practitioners. Later, following years of discussion, the Administrative Department of Health announced accreditation principles and relevant provisions for training of medical and surgical nurse practitioners as well as a training and accreditation system. The spirit of domestic legitimacy and future development of specialist nurses believed considerable important for mental health can be obviously seen. This study aims to establish specification system for mental health nurse specialists, with the goal to reach the deliberation on the practice range. May the expectations through this proposed specification plan, promote both mental health nursing professional development and better care for mental-ill patients. Research methodology: through six focus groups, having four categories of people invited, including the representatives of family groups, and from the mental health care society, doctors in the hospital, nursing clinical specialists, and scholars; the psychiatric medical association on behalf of 18 persons, the rehabilitation and doctors Association of friends and other family members on behalf of 6 people, clinical nurses and nursing care of 18 teachers with a total of 23 people over 65. Focus groups and public hearing's contents repeatedly listened and the views participating in revisions will be integrated into focus group results. The results demonstrated the following contents: the Mental health of Nurse Specialist regulation system covers the role and function of mental health specialist nurses, scope of practice, training institutions, training range, as well as the instructor's training regulations, can be used as important reference for a future and sustainable development.
