中醫護理人力培育之研究

Study of the Training of Chinese Medicine Nursing Staffs

摘要


隨著國人對中醫就醫率增加的情形下,中醫護理人力的培育也成為重要的課題。本研究旨在探討目前國內中醫護理人力培育現況,主要研究對象為行政院衛生署中醫藥委員會,北中南已經設置中醫護理相關課程之學校老師,台灣中醫護理學會,北中南各一至二間醫療院所,以及在中醫部門從事臨床工作的護理人員和護生。 本研究採用質性研究中的訪談、觀察、文件分析作為研究方法,運用策略性人力資源發展的金字塔(策略、戰術、操作)為理論架構,以行政院衛生署中醫藥委員會為最高階層,並以課程、師資、環境三個面向為主要的討論範圍,比較學校、台灣中醫護理學會、醫療院所中醫護理教育的實施,最後輔之以參與觀察的記錄進行分析,最後提出研究發現與結論。 本研究發現第一型發展較完善的學校、學會、醫療院所(第一型乃指在課程、師資、環境較完善)在策略、戰術、操作金字塔三個層級的緊扣性較顯著於第二型仍在發展中的學校、醫療院所(第二型乃指在課程、師資、環境仍在發展中)。第二型的學校、醫療院所在策略、戰術、操作金字塔三個層級的緊扣性較鬆散。 本研究結論有13點,其中有3點是當前較為重要的地方: 1.學校開設中醫護理的課程內容差異甚大; 2.在職訓練課程過於緊密; 3.中醫護理教科書缺乏。 最後就研究發現與結論,對政府及中醫護理人力培育相關機構提出具體建議,並對日後之研究提出意見。

With the increasing rate for our people to seek for Chinese medicine treatment, the training of Chinese medicine nursing staffs also becomes important. This study emphasized the current situation of the training of Chinese medicine nursing staffs. The subjects are the teachers working in related courses in one or two Chinese Medical schools set by Department of Health, Executive Yuan in south, central, and north, Taiwan Chinese Medicine Nurses Association, staffs and students in both one or two hospitals in north, central, south, and clinical department. In this study Qualitative Research Methods was adopted for carrying on the methods of interview, observation, and document analysis. In addition, the pyramid of strategic human resource development is used as the theoretical framework, Chinese Medicine Committee in Department of Health, Executive Yuan as the top aspect, and the discussion mainly ranged at three aspects of courses, teachers, and environment to compare the situation of carrying on education in schools, Taiwan Chinese Medicine Nurse Association, with the assist of record of observation and analysis to conclude the finding in this study. It is found that the first type of well-developed schools, associations, clinics and hospitals (well developed aspects mean courses, teachers, and environment) is more obvious on more tight feature showing in the three levels of pyramid, strategy, tactics, and operation, than the second type of the developing schools, clinics and hospitals (the second type includes the developing courses, teachers, and environment.) on more loss feature showing in the same three levels of the pyramid. The conclusion of this study can be divided into 12 aspects where 3 among them are more important issue for the current situation, they are: 1. The content of the course of ”Chinese Medicine Nursing” offered from schools varies greatly. 2. Part-time training is too intensive. 3. The shortage of ”Chinese Medicine Nursing” textbooks. Lastly, the finding and conclusion would be the concrete suggestion for the reference to both government and the related institutes of training Chinese medicine nursing staffs and future study.
